1: You have to build embassy
2: When you build embassy, go into it and click on "search alliance"
3: After that write War masters
4: Then click on "shaking hands" to the right from search result...

5: A message window will apper, just write whatever you want and send that...

i did that. nowhere to click. so i send a message via diplomacy and get the same crap from the leader just sending me an auto message saying this.
